Monsieur le président, Excessive regulations concerning the construction of civilian shelters in the event of war or invasion have for too long stifled the construction industry of this country. Whilst the Government acknowledges the importance of ensuring there are adequate civil defence facilities for the protection of our citizens, we propose that the private sector should no longer have to concern itself with this issue. We want to abolish archaic rules saying any new building project must make provisions for civil defence, and make this a matter for the five regional governments to deal with instead. Old value:: No new buildings may be constructed unless they feature provisions for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.
