As part of the Unabhängige Sozialkonservative Partei's election preparations, a series of bills have been drafted illustrating the new party's manifesto commitments. This is the second bill, and concerns education within the United Imperial Crownlands.

1. Charter schools cannot be allowed to drain the national coffers without a specific purpose, and the creation of a directional public school system will achieve this.
2. The increase in age for compulsory education - raised to 18 - will encourage literacy levels within Hulstria and Gao-Soto, as well as create a healthy demand for teachers, schools and intake to higher learning institutions (such as those outlined in Article 3.)
3. Private education should be encouraged at all levels, and this includes higher tuition. However, it makes sense for such institutions to be supervised by the state for standard and quality.
4. Nevertheless, with a raised education age and increased demand for universities some measure to allow their funding must be made. Scholarship programmes will remain unaffected.
5. This is a no-brainer; state schools should be operated against private schools, with the choice of institution largely the responsibility of the pupil's family. Private schools should be widely encouraged as they are effective productive places of learning.
6. The value of exams and tests - whilst significant - is overrated. Emphasis should be placed upon student creativity, understanding and the arts.
