MessageMadam Chairwoman, it is unfortunate that we haven't been able to make the desired adjustments to our budget due to the unfortunate disaster in Antepec. We have made cuts where they are possible to better balance our budget - this will of course be a gradual process as we have never been fans of shock therapy. I would like to note a number of spending increases. The one on infrastructure, I'd imagine, has a fairly obvious cause. We as a nation have a moral obligation to help those affected by the earthquake rebuild their city. Health and social services spending has increased to assist unfortunate victims. Food spending has gone up as it's very difficult to obtain decent nourishment in quake-affected areas, and the government must therefore act as a distributor. The decision to cut some science spending has been postponed due to the importance of disaster research to ensure that the impacts of future natural disasters are mitigated as much as possible.

We really think that tax rises for the richest Telamonese are better than these cuts. The economy needs higher investment not disinvestment. We will thus oppose this proposal although part of it is clearly good.

While we are glad that we have the support of the SF on some areas of the budget, we believe that over-spending, combined with vindictive money-grabbing from the wealthy as if they are the enemies of society, is never a good thing.

MessageMadame Chairwoman, the cuts of education and foreign affairs have been due to the excessive spending of the last government which saw waste and inefficiency. The last government - and the country - was held hostage by extreme left-wing elements which resulted in this tremendous misuse of tax revenue, and the Hon. member ought to be ashamed of it. As for the teachers of Valtimo, it doesn't take a lot of creativity to imagine that we will not be making cuts in earthquake-affected zones.

I am pledging to give my departments excessive budget to Education department. If the Finance Minister shall propose a budget that a %90 reduction in my departments budget and add that to education budget, I would be delighted.
