(1) This bill, firstly, directs local governments to transfer ownership of all public schools to the respective public school teachers UNION to operate as their own private for-profit corporation so that schools are managed and controlled by EDUCATORS instead of government bureaucrats. (2) This bill directs local governments to distribute the annual education budget directly to parents via $10,000 Elementary Pell Grants and thereby give parents the RIGHT to CHOOSE to send their children to any private school in the market. (3) The ONLY way to improve FAILING public schools while reducing the cost is to create a For-profit school system and give PARENTS control of the budget distribution. |
