MessageWe should not limit our capabilities during wartime, but peacetime is another story. We do not want to cause paranoia in the international community that could lead to conflict. The whole point of deterrence is to avoid conflict by saying \"If you go to war with us, we are going to go on no holds barred.\" But if we are goign to go in no holds barred anyway, then there is no deterrence.
