(1) This bill, firstly, directs local governments to transfer ownership of all public schools to the respective public school teachers UNION to operate as their own private for-profit corporation so that schools are managed and controlled by EDUCATORS instead of government bureaucrats. (2) This bill directs local governments to distribute the annual education budget directly to parents via $10,000 Elementary Pell Grants and thereby give parents the RIGHT to CHOOSE to send their children to any private school in the market. (3) AMENDMENT: Teachers are permitted to use corporal punishment on students at the DISCRETION of the parent of the student. (4) The ONLY way to improve FAILING public schools while reducing the cost is to create a For-profit school system and give PARENTS control of the budget distribution. |

Message | Mr Speaker, "The ONLY way to improve FAILING public schools", to ape the Hon Gentleman's wording, is to ensure the school is getting proper funding. Under this Bill, a failing school would lose all their students, and the parents move them to non-failing schools, and the school would go bust. Message | OOC: The argument that politicians make that public schools "need more funding" is outdated b/c in NYC, the city distributes $20 billion per year to the public schools and school standards are still falling. More money with NO COMPETITION just lines the pockets of education bureaucrats. |
