The Grand Republican Party is all for the exploration of space, and indeed sees it is a noble venture. However, the GRP worries that there is no moniroting by the government of what is launched into space, and by whom. As of this moment, anyone with money can launch a space vehicle into space; it could contain anything from legitimate satelite technology, to illegal and dangerous substances or even weaponry that could threate Rutanian security. As such, the GRP calls for the creation of a Rutanian SpaceAgency (\\\'The RSA\\\') that would alow the monitoring of all space launches and the cargo of the vessels being launched, as well as the vehicles themselves. The RSA would not interfere with launches other than to ensure that the space vehicle is safe and the cargo is legitimate and not dangerous to the Rutanian population and government. The RSA would be absorbed into an appropriate department to keep the taxpayers burden to a minimum. |

Message | In no way would the creation of this agency allow the control or restriction of the space exploration market. It would merely ensure the safety of the cargo being accried into space, as well as the space vehicles themselves. This would ensure the safety of the crew, as well as their parent caompany, and would also ensure Rutania\'s safety. Essentially it would act as United Nation inspectors, visiting each company and checking their equipment and cargo pre-launch and just prior to launch. They would ensure no dangerous weapons to be put into space, and no dangerous vehicles tat could release fuel and toxins into the atmosphere and land of Rutania. It would be avoluntary inspection, although refusal to show equipment and especially cargo would be frowned upon, and might neccesitate a court order. |

Message | Yes, the RSA would be able to interfere, but only if either the company were hostile, or they found something illegal or dangerous within the vehicle or cargo, such as weaponry or toxic waste for example, where it would then have launch site shut down. Surely the LIP does not wish toxic waste or weaponry to be flown into space and thereby endangering Rutania and the entire planet? |

Message | If a company is trying to put something illegal into orbit then they are, by definition, already breaching existing laws and can be dealt with accordingly. Otherwise I see no reason that they should be prevented from putting whatever it is into orbit. |

Message | If there is no legislation, then how does the government know that a company is breaching the laws? It doesn\'t, unless the company informs the government, which in regards to weapons and toxic fuel is highly unlikely. The RSA is needed to ensure the safety of Rutania and space exploration as a whole. |

Message | We find the proposal by the GRP sympathetic, but have some doubts about starting our own national agency. We feel Rutania is too small to run its own, independent space agency. We would, however, warmly endorse a cooperative project with other nations to start a Continental Space Agency for example. |

Message | To the honourable Radical Freedom Party representative, the GRP believes that although Rutania is a small country, all countries in Terra are relatively the same size; this should not preclude us from having some control on what goes into space, and protecting Rutania. The creation of the RSA would also be a useful precursor and experience-creator for a possible Combined Terran Space Agency, which the GRP would not be opposed to. To the LAP member, we do not wish to curtail the right to ' Mess Around in Space'; however, the GRP believes that some 'messing around', specifically with weapons such as nuclear weapons purchased or stolen which could be deployed against Rutania and her population, and toxic waste that could threaten to harm innocent Rutanians, could result in breaching the fundamental rights of many other Rutanians that do not decide or even often know what goes into space. |
