| Recognizing: That the national environment in a terrible state and an action must be taken Realizing: That cities of this nation must come together to preserve the environment Desiring: That a protocol be in place to limit air pollution Hoping: That with the unification of cities under the protocol will limit air pollution and make this nationa cleaner place. Mandates: That cities with in this nation will have there carbon emissions l be measured and a limit will be placed, based on how much a nation uses. Once the limit is reached, the city will be fined. Further mandating: The cities who have exceeded the limit can sell and trade carbon emissions to other cities for a profit. Encourages: Cities to join the Green Action Protocol to help preserve the environment |
