Mr. Speaker,

It has come to our attention that the Federal Republic of Mordusia has taken actions in the Third Great Majatran War which have violated their long held standards of neutrality. The Mordusians supplied considerable naval support, including the leasing of an aircraft carrier, to the Zardic military. Additionally, about 10,000 lbs of supplies was provided to Zardugal.

The Republic of Dranland has no position in the Third Great Majatran War and we do not seek any involvement in the conflict. However, we are signatories of the Mordusian Neutrality Pact, and that agreement has been violated by the Federal Republic of Mordusia.

In the future, if Mordusia returns to its historically held stance of neutrality we will consider returning our signature to the Mordusian Neutrality Pact. But for now, we cannot be expected to recognize an invalid declaration of neutrality.

I am here today to express my deepest sorrow for the mis-communication in the meaning of The Mordusian Neutrality Pact. SEE: http://classic.particracy.net/viewtreaty.php?treatyid=406 . The pact does not prohibit us from allocating fund to our allies. While we promise to remain neutral in all wars the meaning of the word was intended to keep us not directly involved. Yes we supplied funds and other allocations to Zardugal, this is because the war in Zardugal is one over democracy. Should Zardugal be conquered by Deltaria, they would be ruled by a Czar. We aid democracy,not Zardugal. Please, hear my cry, and let your no vote on this withdrawl represent a brighter future between our two great nations.

The Mordusian Neutrality Pact makes no explicit allowance for Mordusia to uphold a "neutral stance" whilst supplying machines of war to a nation in active conflict. The neutrality pact states that Mordusia "declares itself to be neutral in all wars and only seeks enough arms and soldiers to defend itself." And the treaty itself was established for a goal of providing " a safeguard for all people living on Mordusian soil."

Military aid to a major ongoing conflict in Majatra is not neutrality, no matter what spin one may try to put on it. If Mordusia wants their terms of neutrality to include an ability to send military aid, be it weapons, tanks, naval ships, whatever, then Mordusia should consider re-writing the Mordusian Neutrality Pact.

True neutrality in international relations does not involve any transfer of military aid, specifically arms and other related items (like war ships). Mordusia is not neutral. And again, if the Mordusian theory of neutrality in international relations involves an allowance of military aid, then the neutrality pact should specifically note that fact.

We will stand by our decision to revoke recognition of the treaty and to uphold standard diplomatic practices. We hope that in the future Mordusia will return to its historic stance as a truly neutral state.
