Bill: Reformed Imperial Bill 3508 (the E&E Bill)
Details
Submitted by[?]: Jelbénkai Utrji Spjogad
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: November 3508
Description[?]:
The Empire and Emperor bill recognises the Empire of Jelbania as an Imperial project uniting diverse peoples and regions, each of equal value yet each with distinct needs and traditions. To take account of this the E&E Bill proposes to restructure regional representation in government, the role of the nobility, and some citizenship rights. Governance: To grant regions equal stature in the Imperial Parliament. To strengthen powers of nobility, who are appointed by the government, but to make them non-hereditary. To give regional governments the power to control their own cultural institutions. Citizenship rights: To recognise more than one official language. To allow anyone to become a citizen. In this manner, we hope the Empire of Jelbania can prosper, in a much similar vein to the Austro-Hungarian empire - a cosmopolitan mix of peoples and territories, the United Kingdom, or even the British and Ottoman Empires. We intend to grow as a nation, and this means acknowledging a more diverse population who must all pull in the same direction - so any resident who swears loyalty to E&E can become a citizen! E&E |

Message | We are against the inclusion of Articles 1-4 of this act. The provisions suggesting a change in our immigration and naturalization policies, are in our view, dangerous as it allows anyone, regardless of qualification to enter and reside in the empire. This can greatly compromise our national security, not to mention, the security of our economy as well. Likewise, we are against the provisions that change the set-up of the nobility. First, we believe the only the Emperor may grant honors and titles of nobility. And second, we believe that the aristocracy should not have major rights and powers. |
