In the Commonwealth of Rutania, ALL citizens have access to comprehensive private healthcare through their job because this government has secured those citizens with Collective Bargaining rights as well as the RIGHT to strike. However, the COST of this healthcare is exorbitantly HIGH because the businesses are ONLY allowed to buy health insurance from companies that are in their local Provinces. In addition, healthcare is expensive because of the lack of Medical liability tort reform. Since the business community has to shoulder the cost of this expensive private healthcare through collective bargaining contracts, it means LESS *profit* for the shareholders of each corporation. Therefore, this bill does 3 main things: (1) Stipulates that each business that purchases health insurance for their employees can purchase it ACROSS Provincial and International boundaries; (2) Puts a 500,000 RUT cap on PUNITIVE damage in medical malpractice lawsuits to drive down the cost of healthcare for EVERYONE else; (3) Allows each individual business to qualify for an 85% Tax Credit towards to the cost of the private healthcare; |

Message | Mr. Speaker One thing our party does support is everyone having access to health care as a basic human right. Therefore, we support Article 1 of this Bill. Regarding Article 2, we are concerned about the cap not being defined and at this time can not support Article 2 of this Bill without knowing what the cap would be and why this cap should be instilled, since it really should be up to the judge to decide. |

Message | Mr. Speaker I beg the legislature's forgiveness. I did not read the entire bill before speaking. I stand corrected that there is a stated cap, however we do not agree with there being any cap on lawsuits because ultimately it should be up to a judge to decide the damages. Also, this Bill does not take into consideration non-working citizens who may have disabilities or other issues which have kept them out of work for any period of time. Message | Mr. Speaker, As Mr. Donaldson have said, we must also care of non-working people, such as old people or persons with disabilities. We must subsidise HC also for people without a job, through our Social Security system. Furthermore, I propose not to reduce tax for businesses that pay health cares. Message | Mr. Speaker, (1) The bill puts a cap ONLY on PUNITIVE damages for emotional "pain and suffering" (subjective value) at 500,000 RUT per lawsuit. If we allow each patient to collect a 10 MILLION RUT lawsuit, it will drive up the COST of healthcare for EVERYONE else in the market b/c Doctors will have to pay higher liability insurance costs. (2) As of CURRENT law, there is NO government health insurance b/c all healthcare is PRIVATE. This bill lifts the COST of healthcare that is borne by businesses that have to sign a Collective Bargaining contract at *85%*. In other words, the government is STILL insuring citizens with healthcare, but healthcare is managed by the PRIVATE sector. --Asia L. Wright, Minister of Finance |
