MessageA step in the right direction, although the Confederation still feels this is far short of what is necessary. We would instead propose that a nuke may only ever be correctly used after one has been actually fired on us first.

For the time being, we will support this measure, but we vow to not stop here and will continue to look forward to a day of a nuclear free Hutori.
