This Private Member's bill comes from the Shadow Foreign Secretary and Jelbanian MP Petr Baranovsky, who proposes additional legislative amendments to the Bill: Denouncement of the Use of Child Soldiers and Slaves by Deltaria forwarded to Imperial Parliament on October 3508 by the Industrial Jelbanian Union. Shadow Foreign secretary Baranovsky proposes the following amendments be made to the stated bill in order to deal with an anticipated influx of former slaves and child soldiers. These amendments will be time-stamped, and run out after 5 Terra years subject to further Parliament scrutiny. Provisions especially must be made for children who are recovering from a traumatic time at war and need proper care and supervision in order to rehabilitate them back into society. We feel the environment that will best encourage this, and attend to children's needs, is the family, and that foster and adoptive parents must be helped to share this burden. For these reasons the Cosmopolitan Alliance suggests the following legislative proposals: The State guarantees child benefit to both low-income families and large families. Adoption is regulated by the government. Applicants can adopt after a routine check-up. The first bill will enable foster families to take on more children if large families are guaranteed benefits, while a relaxation of adoption regulations will increase the pool of eligible and available candidates. Nor should the issue of freed Deltarian slaves be taken lightly - if they are to serve in our military then they must be treated with the dignity they deserve - as long as they pledge allegiance. For that reason we also propose that: Prisoners of war must be treated well, according to internationally-accepted standards. We feel this will ensure enduring loyalty to Jelbania and our ideals, and help soldiers in the sorry scenario of engaging the enemy on the battlefield. As we now live in troubled I feel these exceptional measures should be brought in on a temporary basis, with a guarantee that Parliament re-visit these temporary measures in 5 Terra years (May 1514), both to examine the impact of these measures and whether they are needed any longer. |

Message | Our party agrees with the principles of Article 1, but if we are to be a green and sustainable nation, we should not encourage people to have large families by giving them child benefits. This is not to say that large, impoverished families should not receive said benefits, but if the parents of a large family have a decent income, they should not receive them. The tradition of having a large family is an ancient relic of a past and it should be discouraged as such. |
