Article I - The Federal Council of the Dorvish Federation will be the upper house of the bicameral Federal Assembly of the Dorvish Federation, the lower house being the Federal Assembly of the Dorvish Federation. Article II - The Federal Council of the Dorvish Federation will be composed of the 5 Minister-Presidents of the Dorvish states and will also include the Federal Minister-President, the President of the Dorvish Federation may appoint members to the Federal Council if they so wish. Article III - The Federal Council of the Dorvish Federation will be chaired by the Chairman of the Federal Council of the Dorvish Federation, the Chairman of the Federal Council will rotate between the 5 Dorivsh states yearly. Article IV - The Federal Council of the Dorvish Federation will serve a term of 3 years. Article V - The Federal Council of the Dorvish Federation will be responsible for the following, but limited to: The approval of the nominations of the Prosecutor-General of the Dorvish Federation, Supreme Justice of the Federal Constitutional Court and the High Justices of the Federal Constitutional Court made by the President of the Dorvish Federation; The approval of any declarations of martial law or states of emergency in conjunction with the Federal assembly; The approval of a declaration of war; Approving constitutional amendments to the Constitution of the Dorvish Federation; Approving laws passed by the Federal Assembly. Article VI - The Federal Assembly, the President, the Minister-President or any member of the Council of Ministers may recommend a law to the Federal Council to decide if it is appropriate before issuing a proper proposal to the Federal Assembly. Article VII - The Federal Council does not have legislative initiative and may not propose bills themselves, all bills must be proposed through the Federal Assembly. |
