This bill seeks to strengthen our local environments by ensuring that our communities, whether urban or rural, are clean, green & where possible, sustainable. We also favour regional approaches for regional problems - as well as centralised equivalents for issues of a national scale. Our first proposal concerns forest management, which we feel should be devolved to local level and left to the people who know their areas best. We propose that local government be required to operate forestry agencies which own and manage all forested land. We also propose that these local forestry agencies decide for themselves the limitations on logging & forest protection, so that local concerns can more closely be considered. We also seek to devolve recycling programmes to local governments, to encourage collective travel (urban transit, car shares, railways and so on) & to offer tax breaks and incentives to those buying and driving environmentally friendly automobiles. Finally we seek to create a single drinking water standard across the nation. Our thinking for this is that precipitation, river courses, watersheds & acquifers are natural phenomena that do not respect man-made regional borders. If water quality in one area declines, this could easily affect neighbouring regions who will have to pay for the costs of this. We need to develop a national framework so that all regions can co-operate on this issue together. |
