Description[?]:

Mr. Speaker, the government has an obligation to protect the welfare of Dranland's children. This is why it is necessary for the government to regulate the viewing of films in cinemas. We propose, therefore, a system by which films will be rated according to their content. Children under certain ages will therefore be unable to view certain films unless accompanied by a legal guardian. We feel that it is parents who, in most cases, should have ultimate responsibility over their children, but, in the absence of a clear indication that their parent is comfortable with the content which they will view if it is deemed otherwise unsuitable for children, it is necessary that the government step in.

MessageMr Speaker,

we do not feel that government bureaucrats are the appropriate persons to serve as an authority in charge of determining which movies are suitable for children, and neither do we believe this can be strictly categorized according to certain ages. Therefore, we wish to leave this issue to parental guidance altogether.

MessageMr Speaker,

I fully support Mr Shimoto's wish that it be left to parental guidance. However, in this modern world where most parents barely have time to even say good night to their children, would it not be better for them to just be saved time by evil bureaucrats and just use the evil ones' ratings to make easier and quicker decisions.

A parent would have to watch each movie their children want to watch before they do. Kids watch dozens of movies a week, does the Hon. Mr Shimoto feel this is possible for working parents to do. For a workshy MP perhaps but for average working people, absolutely not.

we take note of the self-flagellation of Mr Pryce, but want to emphasize that the rest of members of this chamber is by no means work-shy. Furthermore, with regards to the bill being debated, it does not consume particularly large amounts of time to read a movie summary before deciding whether the content is adequate for children or not. However, it consumes large amounts of money to establish new government posts for people whose job it is to watch movies all day long and assign arbitrary age limits to them.
