Few quick notes:
Imperial Foreign Ministry/ Imperial Government= Luthori's Foreign Minisrty. The Holy Luthori Empire is called the "Mother of Monarchs," and has a very Universal Imperial appearance. Think HRE in RL. It called its "the Empire," though it was never the only empire.

Imperial Government-in-Exile of Alduria= Due to the fact that there is an Imperial Alliance party present in Alduria, Edward, he has direct day to day control over the it. However, since the governmental system is still not the Imperial system in any form or matter the government still operates outside of the country. Alduria is really a mess right now with half the government basically being recognized and the other half not. Anyway, the Luthori Imperial Government is representing the Imperial Government-in-Exile over this matter.

IC: From the Imperial Foreign Ministry on behalf of the Imperial Government-in-Exile of Alduria,

We would first like to clarify a few points about this treaty. This treaty is first a response to the falsely based treaty rejecting Luthori rule over Alduria. The truth is Luthori never has, nor will it ever rule Alduria. Both nations have been close allies and held in Personal Union for most of the past 1000 years, Luthori being the only remaining realm in which the Emperor rules has been our base of operations since the rebellion occurred in Alduria.

Second, the Holy Luthori Empire is sponsoring this treaty for us, they too have passed it like any country that wishes can do. We the Imperial Government-in-Exile of Alduria and our fellow government-in-exile from Mordusia have asked them to do this for us on behalf of the emperor that we share.

Thirdly, this action by Luthori in sponsoring us did not come easy to them. The Imperial Foreign Ministry can confirm that their traditional policy has been to simply declare the state in rebellion, but not muddle in the affairs of its internal politics other than supporting the monarchist parties that are loyal to the Imperial Government-in-Exile. It was only because of the offense made by the False Government of Alduria that the Imperial Government had no choice but to given in to our demands for them to put forward this treaty in order to push our support for the return of the rightful government of Alduria. This was of course before the past two elections placed the heir to the throne as the HoS and the loyalist in charge of the decaying governmental structures of Alduria, however the due to the nation being in anarchy between monarchist and republican forces it can be argued that they do not really have control.

Lastly, we have long supported and wish to see the return of the Henry System of Governance that ended for several hundred years the cycle of failed governments that Alduria has returned to. The system established four branches. An imperial, an executive, a legislative, and a judicial. It made the imperial completely symbolic and without power (OOC: think Japan's monarchy). The Executive, who severed as HoS and was elected by the people (called Consul at the time) ruled the nation. The other two we believe are pretty clear.

This system satisfied the monarchist and the republicans as it allowed for all to exist in harmony. At the same time it allowed the two nations (held in personal union) to have open boarders, free trade, military alliances, and many other benefits that made it possible Alduria and Luthori to almost always be seen as one group. Not because they were held in some political union, but because they were held in personal union.

The Imperial Government-in-Exile of Alduria will not disband or recognize the current governmental system as it betrays the true culture of Alduria, it betrays the history of Alduria, and it continues the self destructive spiral that the nation has gone through between monarchist and republicans. This treaty was our response to you tarnishing the name of our allies and historic friends. We desire peace, but will not rest until the proper and just government of the people is put back in place and the nation is restored back to its former glory.

We hope your nation will join us in pressuring the rebels in these countries to reestablish the unity that once united the three of us. While we cannot speak for our sister government-in-exile, we do hope that you would at least support this for the sake of Alduria.

I and my party can understand your position, but we don't share it. We honestly think that if republicans are ruling Alduria and Mordusia, it's just because Aldurian and Mordusian people have voted them; that means that they don't want the Luthorian Emperor to rule their countries. And we, the Democratic Union of Rutania, think that the people's choice in political affairs must be respected. We will vote against the ratification of this treaty.
