MessageThe existing law allows the children to be sympathetic to the adult proletariat, so that they know what to expect or fight for in their years to come. It also allows children to take advantage of their skills if they don't fit the rigid school systems' definition of "smart" - the additional regulations are simply to ensure that the skills of these children aren't abused by anyone else.
