Upon passage of this bill, the Prince (Chairman of the Republic) will be given the responsibility of "Speaker of the Legislature" - he may not silence members of the legislature without the consent of that councillor's party leader. He does, however, control which foreigners or non-members of the council are allowed to speak.

Officially, he is expected to allow anyone to speak (unless an obvious majority of councillors wish otherwise). The main effect of this bill will be changing how councillors make speeches. They will now be expected to say "Mr. Chairman," when beginning an address to the council, since the Prince is only a symbolic representative of the Principal Council.

In the end, when a bill is approved by the council, it is considered approved by the Prince. When it is rejected by the council, it is considered rejected by the Prince. Efforts to convince the council will be presented, officially, as efforts to convince the Prince. The fact will still remain that the council is in control, however.
