These are all proposals that would make sense in a modern world. Chemical weapons are inhumane and cause dangerous collateral damage, and we can't use them anyway based on current legislation. Arms developed in this country should only be sold to close allies for the sake of international safety. We cannot allow weaponry to get in the hands of our enemies and international terrorists. We also have a responsibility to control our intelligence agency for the rights of other nations and their sovereignty. |

Old value:: The nation reserves the right to develop, construct and store biological and chemical weapons.
Current: The nation shall never purchase, produce, or store biological or chemical weaponry, for military purposes. Research and development of the technology is permitted.
Proposed: The nation shall never develop, purchase or store biological or chemical weaponry.
Article 2
Proposal[?] to change Nation's policy with regards to an intelligence agency.
Old value:: The nation has an intelligence agency that is permitted by law to undertake all types of covert operations in other countries.
Current: The nation has an intelligence agency that is permitted by law to undertake all types of covert operations in other countries.
Proposed: The nation has an intelligence agency, but it is limited to counter-intelligence and surveillance of other countries.
Article 3
Proposal[?] to change The government's policy concerning the export of weapons to other nations.
Old value:: The government allows conventional arms to be exported freely.
