Upon passage of this bill, the "Welfare Council" will be established with the responsibility of overseeing the state's social services. The Minister of Health and Social Services is expected to consult the council on important matters. The council should debate certain ideas before proposing specifics (like minimum wage, child benefit qualifications, etc.) to the legislature.

Members of the welfare council will be appointed from each state, with distribution depending on how "big-government" each state is, i.e. how much responsibility the citizens feel the government should have. There will be 200 members of the council, in total:

Golavia - 35
Andalay - 32
