OOC: Considering Jelbania has never had Protocols (http://forum.particracy.net/viewtopic.php?f=11&t=4374) passed, I figured it was about time to do so. These require 2/3rds of all active players to support, so I hope we can have a vibrant debate on this so it can pass without issue.

BRIEF PRE-GAME HISTORY

The indigenous inhabitants of Jelbania were the proto-Jelbics, a nomadic culture which ranged across the entirety of the modern Jelbanian, Vanukuan, Barmenian, Pontesian and Deltarian nations. The Jelbics are based on an amalgam of nomadic Eurasian cultures such as the Tatars, Turkics, Mongols and Finno-Ugrics, and their modern descendents speak Jelbék, a conlang devised solely for the PT world. Barmenian, Vanukan, and Pontesian Jelbics speak their own distinct versions of the language, the primary difference being the source of loan-words. The Deltarian Dissuwan people speak Dissuwan (RL: Hungarian), which is linguisticly seperate but heavily influenced by Jelbék in terms of game history.

CULTURE

Jelbania is somewhat multicultural, with citizens forming two major cultures ; Jelbék and Jelbanian.

Jelbéks consist of the minority Steppe Jelbék (or Traditional-Living Jelbék), who are a largely a pastoral and nomadic people, bound by strict traditions, clan loyalties and cultural taboos. The majority of Jelbék are Settled Jelbék (or Urbanised Jelbék), who live in the townships and cities, and have a culture vaguely similar to the Central Asian nations of Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, etc. Steppe Jelbéks are often romanticised and idealised by Settled Jelbéks.

Jelbanians are largely urbanised and more educated and cosmopolitan than their Jelbék neighbours. They form two major groups, the Luthori (English) speakers and Canraillise (French) speakers. Throughout history they've often held political dominance over the Jelbék, despite being a minority population. They also tend not to idealise Steppe Jelbék quite so much, often considering them backwards, uneducated, unsophisticated, superstitious and clannish.

NAMING

Characters should have mostly Jelbék names for Jelbék parties, English or French for Jelbanian parties, or a mix of Jelbék and Deltarian names for pro-Deltarian parties. Parties that reject ethnic and nationalist lines should take a mix of names that reflect their goals and stances. It is advised that party names are in Jelbék, or in English or French for nationalist Jelbanian parties.
