Voting deadline: August 3531

Description[?]:

[PREAMBLE]
While Rutania has not been the recipient of a terrorist attack, our history suggests that we have had organizations and people who wish to cause our way of life harm. With that in mind, we feel that it is the duty of the government to protect its citizens from people and/or groups whose sole purpose is to interrupt the Rutanian way of life by causing mass chaos.

Therefore, we present the Combating and Eliminating Rogue Institutions and Peoples Act (CERIP Act) as a means to deal with enemies of the state internally.

II. The Ministry of Justice shall carry out the wiretaps.

MessageMr. Speaker,

Terrorism has been a persistent problem in Rutania, that much could be admitted. However, it does not follow that we must attenuate civil liberties to defend ourselves from "terrorism", which as you may have noticed is an abstract word, signifying an abstract concept, that can be defined to include almost any action that the government disapproves of; similarly "terrorist" could be defined as any person the government disapproves of. If this law is passed, no one will be safe from government overreach--from government-sponsored terrorism.

If this bill passes it will create government sanctified terrorism. Terrorism is defined as "the systematic use of terror"; and if the government is given powers over the life and death of every Rutanian, powers to remove their privacy, to remove their personal space from the reach of government--then Rutanians will live in fear and terror.

This bill furthermore will obstruct government accountability. Article IV will make whistle-blowing illegal; and if that is so, how are the people to know when the government abuses is power? Clearly not enough precautions have been taken to protect Rutanians from government abuse.

And in Article I, section 3--if the panel is not affiliated with the government, who shall it be affiliated with? Is the panel to be elected or selected in secret? And is a five-member panel--and I stress *five-member*--sufficient to hold life and death powers over potentially every Rutanian? This provision is absurd.

In fact, this entire bill is absurd. Worse than absurd--it is toxic.

The SS will never support.

MessageMr. Speaker,

- We support articles 1, 2 and 5.
- Article 3 is just an atrocity and shall be removed from this act to get the support of the Democratic Union.
- We partially support article number 4:
--- Only the persons who have leaked information that would clearly help terrorism should be deemed an "enemy of the state".
--- The government should only classify documents that would clearly help terrorism, like militar movements or reports about terrorist groups or individuals. Hacking and leaking of regular government documents should be absolutelly legal, since our people has got the right to be informed about the movements of their government.

MessageMr. Speaker,

While we agree that the security apparatus for Rutania may err too far in the direction of allowing potential threats to act, this bill goes too far. More oversight is needed.
