Mr. Speaker,

CURRENT Law has NOTHING to do with the ideology of "Capitalism" OR "Socialism." It is COMMON-SENSE: if there are record numbers of UNEMPLOYED Rutanians who cannot find work in the PRIVATE SECTOR, then it is the DUTY of their Government Representatives to SUPPLY that wanted employment through vital public works' projects.

In the end, whether Citizens receive their paychecks from a Public Work Project run by a Government agency OR a Private employer, that money will eventually end up in the POCKETS of the WEALTHY CAPITALIST CORPORATIONS who will just meed the demand with increased SUPPLY thus stimulating jobs in the Private Sector from the "BOTTOM-up."
