This bill seeks to extend the FREEDOM of Rutanian Citizens to engage in the Intercourse Industry (i.e. prostitution), but just ENSURES that the Clients (whether men OR women in the case of Gigalos) have the FULLEST SAFETY due to Governmental REGULATION of the industry such as MANDATORY weekly Doctor visits for Intercourse Employees as well as a "Prick (blood) test" before any prospective client agrees to the service. Just COMMON-SENSE safety precautions. Overall, we feel simply OUTLAWING prostitution will only lead it to the BLACK MARKET where Organized Crime will make money selling women as SEX SLAVES. Since people are going to engage in society's OLDEST profession ANYWAY, and they are NOT harming OTHERS in doing so, they should be FREE to do WHATEVER they choose in their PRIVACY. |

| Message | Mr. Speaker, Government recognition of prostitution does not mean that government will regulate prostitution; it only means that prostitution will be treated as an ordinary profession--like an engineering or teaching. This means that if someone tries to claim unemployment benefits because "all options of employment have been shut to him/her", unemployment benefits could be denied to him/her if s/he has not tried becoming a prostitute.
