Dear The Distinguished Members of the Rutanian Parliament: Since the Commonwealth of Rutania has VARIOUS political parties and/or factions representing a DIVERSE number of people, we feel that it is VITALLY necessary to give EACH party the power to form its OWN Paramilitary---[or INDEPENDENT militia separate from the Government's]---just in the CONDITION that the party in CONTROL of the government (the ULTRA-Conservative Minarchist League of Rutania OR even OUR party, the CWFP) actually became TYRANNICAL and OPPRESSED the dissenting LIBERAL parties (the SUNBEAM SQUAD, the DEMOCRATIC UNION, and/or the NATIONAL PURITY UNION), then those parties can have a RIGHT to take back their government and restore DEMOCRACY to the PEOPLE of Rutania. Therefore, this bill seeks to RECONCILE the diverse view of the PARTIES by implementing COMMON-SENSE Gun-Control laws: (1) First and foremost, in order for a Rutanian citizen to even be ALLOWED to exercise HER/his NATURAL right to own a legal firearm to protect HERself/hisself from a SEXUAL PERVERT (rapist), a robber/thief who breaks into a person's cherished HOME while they are SLEEPING, or a potentially (CONSERVATIVE) government that is trying to impose a HOSIAN (OOC: Rutania's equivalent to the the RADICAL religious right in America) dictatorship on the ATHIESTIC population of Rutania, she/he must obtain a TRAINING PERMIT from their Local Police Department where she/he is properly TRAINED on HOW to use a gun/firearm. (2) Second, ALL guns manufactured in our beloved Commonwealth MUST be equipped with MANDATORY *Trigger-Locks* (to prevent CHILDREN from gaining access to their parents' guns) and LASER-AIMS (to help victims of crime HUMANELY "maim" a criminal in the "leg" instead of "shooting-to-kill." (3) Most importantly, NOBODY can even QUALIFY for a "Training Permit" for a firearm if they have a record of DANGEROUS---[read: violent or classified as a "danger to OTHERS"]---mental illness or VIOLENT criminality. (4) In general response to the criticism that if EVERYONE owns a gun it will "lead to war and/or riots," we must RESPECTFULLY cite the STATISTICS that PROVE that in nations that have enacted more LIBERAL gun laws, crime rates are actually substantially LOWER. This is can even be confirmed by simple LOGIC: if you are ROBBER and you KNOW that EVERYONE in the town (or the local bank) has a CONCEALED FIREARM [as a result of recent legislation passed], will you take a RISK of "robbing" that town/bank and eventually get SHOT??? However, if the Government OUTLAWED guns for LAW-ABIDING Rutanian Citizens, would that stop you as a CRIMINAL (who is prone to breaking laws ANYWAY) from simply buying an ILLEGAL gun from the "Black Market" (Organized Crime/"The Mafia") and just commence to ROB the local people in your town??? Please answer HONESTLY. | Message | OOC: I've noticed that from time to time parties will (legally) get around the PEL debate law (and, possibly, to "game" the Particracy election engine) by making 20 one-proposal bills. I just recently did that in an attempt to squeeze out my built-up quota of 20 proposals in time to finish the voting cycle before the election occurred. And a few other parties did something similar, so all of a sudden there were something like 50 bills with the same creation date, each containing 1 proposal, that were immediately moved to a vote. Do you guys think it might increase the fun of the game to make some change that resulted in fewer bills but each containing more proposals? Maybe some combination of 1) reducing the proposal quota through the Rutania Constitution and/or 2) using the PEL to limit the number of bills each party can propose? |
