[PREAMBLE] With the current legislation, the agriculture legislation isn't uniform in the whole Rutanian territory, and that causes exodus of agricultors moving from some provinces to others with a more favorable legislation. That has been causing minifundism and extremely high land prices in Ardinia, while in Delvar (with a stronger legislation) latifundism has proliferated, land is really cheap and nobody can sell its land. When agricultors try to move from Delvar to Ardinia, they can't sell their lands but really really cheap, and they can buy almost nothing in Ardinia or in another permissive province. After this bill is passed, we think this problem will be solved, just stopping this exodus. [PROVISIONS] Article. I - Subsidies I. The Ministry of Food and Agriculture will give subsidies to every farm whose owner requests it. II. These subsidies will be calculated to make the price of the product fair and competitive. Article. II - Pesticides I. The Ministry of Food and Agriculture will make a list of legal pesticides, herbicides and insecticides. Every chemical product that does not cause a demonstrated damage neither on the consumer's health nor on the environment will be absolutelly legal. II. Farmers will be mandated to list in the product's label every single chemical product used over their products. If a consumer doesn't want to buy ammonia-treated products, he/she will know which product contains this chemical agent. [APPENDIX] I. The present bill shall be adopted with a simple majority by the Parliament of the Commonwealth of Rutania 1. Repealing this law will require a simple majority 2. Repealing/amending any Provisions will require a simple majority II. This law will come into effect 7 days after its passage |

Old value:: Local governments may choose to regulate pesticides certification programs.
Current: The government approves and regulates agricultural chemical use.
Proposed: Farmers are required to list chemicals used on their crops.

Message | Mr. Speaker, (1) This bill is *Un*-necessarily *cruel* as it will further doom *Third*-World Developing countries in Terra to poverty b/c it will make their crops *Artificially* high and thereby get *Locked Out* of the market. If Government were to completely stay *out* of the market and not subsidize *inefficient* domestic farmers, *Third*-World farmers can sell their crops in our markets at naturally *competitive* (low) prices. However, we will support a Treaty with the Third World Nations that only allows Free Trade if they allow our *domestic* farmers to export our *bio-technology* them as a *service*. Thus, under our plan, *everybody* benefits. (2) We actually strongly support this bill, but must vote against it b/c of "Article 1." Thank you. ----The CWFP |
