First of all, we would rather the income taxes be reduced before raising sales taxes just in case that proposal doesn't go through. Second, while we support raising the luxury sales tax to make up for the loss of revenue, we do not support the establishment of a corporate income tax. We will vote no on this bill.

Mr. Speaker,

(1) We will *support* the increase in the Luxury Sales Tax. :)

(2) However, we must oppose raising the Corporate Tax to 10% as it will make our businesses in Rutania *uncompetitive* in relation to other more fiscally conservative nations in Terra. For example, if we have an *abominable* 10% Corporate Tax, then businesses in Rutania will just *leave* and build factories in another nation in Terra that has *lower* tax rates. :O

MessageMr. Speaker,

We support both aspects of this bill. Perhaps the SS could let us know why this must be separate from the income tax proposal; there may be some reason for that.

We predict that this bill will raise approximately 12.5 billion RUT in new tax revenue. The luxury tax will raise 11.1 billion (in addition to the current 3.7 billion RUT brought in by the luxury tax), and the corporate income tax will raise 1.4 billion RUT (based on other country's experiences with the corporate income tax). These new revenues can be used to help the poorest Rutanians by reducing their tax load.

The country of Rutania offers many advantages to corporations in its legal system. They are given special treatment compared to how small businesses are treated. It is entirely just that we levy an income tax on corporations, in exchange for this special treatment. The proposed 10% corporate income tax would place Rutania in the lowest quintile in terms of corporate income rate, maintaining our competitiveness in the world economy.

Lastly, while it would be preferable to pass the income tax cut and this bill simultaneously, it is certainly better to raise new revenue before cutting existing revenue. I assume that the MLR is as opposed to budget deficits as we are, and can see the reasoning there. We pledge to vote for an income tax reduction as outlined by the SS. This bill will not pass before the new election in any event, so we will have a better sense then for what the makeup of Parliament will be, and the likelihood of an income tax reduction bill to pass.
