My fellow delegates. We must improve, centralize and streamline the governing structure of the DAZ. Here is the NFP proposal. Silas Orkard, Vice Chair of the Grans Council of Fascists Section 1. The Dranish Autonomous Zone shall be renamed the Commonwealth of Northern Utari Mosir to reflect the heritage and culture of the people. Section 2. The Office of the High Councilor is abolished and the position of Governor-General is established. He shall be appointed every 4 years by the President with legislative confirmation in Dranland. Section 3. The legislative body shall be the People's Assembly and consist of 300 elected officials in Northern Utari Mosir (NUM). It will have a speaker and be the legislative body of the NUM. Section 4. The person who can create a majority in the People's Assembly shall be the Premier of the Government of Northern Utari Mosir and shall present his ability to the Governor-General to form a government. Section 5. Persons born in NUM or those who are born in Dranland and move to NUM and live there for 5 years are considered dual citizens of NUM and Dranland. Section 6. NUM shall be a sovereign state in all areas except defense, energy and foreign affairs which shall be managed by Dranland with NUM consultation. Section 7. Any decision made by the government of NUM can be overridden by 2/3 vote of the Dranish national legislature. Section 8. The Supreme Court of Appeals (SCA) shall be the highest court in NUM. It will consist of 6 NUM appointed judges and 6 Dranish judges with the Chief Justice of NUM being appointed first by NUM then Dranland and alternating as such. Section 9. Only decisions issued by SCA can be appealed to the Dranish supreme court which shall only hear cases that have been decided on by SCA. |

Message | Mr Speaker, we oppose any attempt whatsoever to impose ethnic hegemony on a region that is clearly a cultural mixture of traditional Kyo and Draddwyr heritage. We also object to releasing the DAZ into quasi-autonomy when it has not yet developed a sufficient economic foundation autonomous from Dranish public investment and aid. Message | Mr Speaker, We have made the slight name change however there is no denying its cultural heritage. The Dranish Republic doesn't need to have a paternalistic approach to the DAZ.
