MessageThe President is elected directly by the people. He is therefore better suited to choose the heads of the ministries than the National Assembly, which is much more susceptible to special interests. Also, in combination with the Executive Reform Act of 2159, this bill will allow the Chief Executive greater control over all of the departments under him.
