Accepting that it is the right of all workers to strike for improvements in working conditions, whilst also accepting that vital services must be guaranteed at all times, workers operating in sectors deemed "vital" will be allowed to strike only so long as the Unions involved can guarantee that a limited minimum service can be guaranteed at all times and is not so limited so as to cause possible harm to those indirectly caught up in industrial action.
