Description[?]:

There should be a more strict limit on the number of proposals a party can make within a certain time period. Some of our Congressmen are tired, and can't find the time to debate 20 bills at once. We should focus on quality, not quantity. We shouldn't discourage our Congressmen to take time to read bills before voting.

This proposal will also allow our Congressmen to think about things before proposing them. Instead of proposing changes to every single law, our Congressmen will propose changes to laws they see as important and deserving of priority.
