| Given the grave situation here in Deltaria and the Czar's refusal to consider reasonable request from the people Emergency powers should be granted to the office of Banŭ so that he can govern the nation effectively until such a time as the national government as a whole is once again functioning. Emergency Funding is currently being voted upon to allow the Banŭ to accomplish this task. Upon passage of this bill Deltaria enters a state of Emergency during which the Banŭ has the authority granted in this bill. Article I The Office of Banŭ shall have all necessary authority to provide a secure and safe Deltaria. Article II All shutdown government departments shall operate completely out of the budget of the Banŭ as well as at the discretion of the Banŭ. Ministers shall act as advisors to the Banŭ while maintaining their current funding. Article III Criticisims and conspiring against the Banŭ shall be considered Treason. |
