Description[?]:
1. The Commonwealth of Southern Vascania shall be the area formerly known as Luthori Vascania. 2. The Commonwealth shall be under full Zardic protection and authority. 3. As a rule the Commonwealth shall be granted full authority to administrate and govern, within certain bonds all affairs which pertain to home rule excepting defense, border patrol, international relations, foreign affairs, immigration and naturalization, standardizing weights and measures, monetary policy, nobility policy, piracy laws, patent and trademark laws, postal service laws, international trade and commerce and bankruptcy laws. 4. The King shall be represented in the Commonwealth by a Lord Chancellor who shall act with the appropriate authority and powers as if he were the King but is subject the authority of the Right King in Zardugal. 5. The government shall be headed by a Premier who shall command a majority in the Royal Citizens Assembly which shall consist of 500 members. 6. The Zardic national legislative body may at any time retract any devolved power or may devolve further powers to the Vascanian Realm as it sees fit with the Just Consent of the King. |
