Description[?]:

AN ACT to open up international investment in Hulstrian and Gao-Showan companies in such manner that the national economic interest is not compromised;

BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Maximilian X of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows-:

1) Opening of International Investment
(1) Previous enactments prohibiting international investors from obtaining a majority share shall be repealed.
(2) This act shall not be so interpreted as to infringe upon the right of companies operating in Hulstria and Gao-Soto to make arrangements for preferential share and other such barriers as a private company may arrange.

2) Entry into force
(1) This act shall enter into force on the 1st of January, 3573.

MessageHerr Präsident,

I rise to introduce this government's initiative to improve the international competitiveness of the Crownlands, without risking our national economic interests. It is perhaps generally known that the position of my party in this was previously one of opposition to a liberalisation of foreign investment rules, as we were sceptical about the ease with which vital companies could protect themselves from hostile takeover bids.

However, the benefits of opening up foreign investment cannot be underestimated. Therefore, we have struck a compromise by which the government will open up investment in two years time, giving our companies ample time to consider and enact protection arrangements such as preferential shares vested in foundations and other such protections.

I am convinced, Herr Präsident, that we will be welcoming foreign investors to the Crownlands in greater numbers soon, at no cost to our national interest, and I urge the House to pass this bill.

I rise to thank the honorable member for his government's initiative, and to state that the HSP wholeheartedly active foreign investment in our economy. Such measures can only be positive in the modern competitive markets, and as a result the HSP will support this bill when it travels through to voting.

Unlike the IKP, the Hulstrianisch-Sozialistischen Partei looks to achieve its political goals. It is not our duty to abolish corporations or Economics, but to redistribute wealth fairly across all 'classes' and ensure that equality can be promoted through our social schemes. It seems to us that the IKP - for all their slogans - look to destroy the very fabrics that hold this nation together, and we are more dedicated to democracy and our electoral commitments than the skewed propaganda of the unrealistic far-left.

We too must oppose this change. This bill is not about job creation or entrepreneurial activity, but merely about allowing foreign influences to subsume our own industries. This will create jobs... for another land far away, from where our people will never reap the benefits. All this will do is allow national industries to be languish and be bought out by foreign nationals. We shall oppose the bill on these grounds. I am saddened to see how foreign influences have managed to buy out the formerly greatest parties of our nation...
