A BILL to decentralise responsibility for housing to local governments. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Maximilian X of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows-: 1) Devolution of housebuilding powers (1) The provision of sufficient and affordable housing shall be the continuous concern of the government; (2) The responsibility for contracting or providing for the construction of public housing shall be devolved to the municipal governments; (3) It shall be the responsibility of the Crownland governments to ensure the sufficient provision of housing in their province; to this end, they shall employ their planning powers. 2) Charter housing (1) All citizens of the Crownlands shall have the right to apply to their local authority to cooperatively realise a housing project for their own use; the housing realised shall be guaranteed to all participants and the rest shall be opened for sale; (2) The criteria for approval of the applications under (1) shall be based on the criteria of space within the planning arrangements, need for housing for a certain group and the potential to promote objectives of social cohesion between generations, communities and social-economic groups; (3) Charter housing projects shall enjoy relaxed planning rules in order to better tailor the project to the needs of those realising it; (4) Charter housing estates may not be exclusive. 3) Entry into force (1) This act shall enter into force on such a date as the Minister may by order appoint. |

Message | Herr Präsident, The HDV believes that some things are better organised close to home. Housing is, in the most literal sense, such a thing. Local communities know their local situation better than bureaucrats here in Kien. That is why today, we are proposing measures to devolve responsibility for housing to the municipal governments, with supra-regional planning concerns being policed by the Crownland Governments. In addition, we believe that if groups in local society wish to build their own housing, we can help them along to build their own perfect place in their local neighbourhood, for a socially responsible provision of private housing to them. Your neighbourhood is a local point of reference; why should we not allow engaged local citizens to cooperatively realise the neighbourhood of their dreams from architectural and planological design through contracting to realisation?
