Article I: The University System
-The government shall initiate the establishment of 4 new state university systems; each state university system shall be owned and operated by the state. A university system shall have a unified addmission, course syllabus and governance.

Article II: Governance
A university system shall share a central board of trustees to act as the supreme executive of the system. The board of trustees shall include one Chancellor and one Vice-Chancellor. Each individual university within the system shall also be afforded some degree of autonomous governance with its own Chancellor. The university systems are fundamentally accountable to the government and the people.

Article III: Tuition
The public university systems, previously established or hereby established, shall be funded as to eliminate tuition from domestic students through fully subsidizing attendance. Each university system along with the system's individual institutions are free to set the tuition of international students, following the following exceptions:
-International accords with other countries limiting the cost of tuition for the nationals of the signatory nation shall be considered law.
-Tuition costs of foreign students may not be used to incur excessive profits by the institution, which shall be freely determined by the Minister of Education.

Article IV. The University Systems
The government, through this formal act, hereby reaffirms the existence of the Staatliche Universitäten Kordusia as a public university system. This act shall not alter its structure and status, but serve to establish comparable systems in the other four regions.

This act shall establish a University of Mothar, Universitäten Mothar, with allocated land in the cities of Oststadt, Trelin and Wurzenbach.

This act shall establish a Royal University of Dorvan, Königlichen Universitäten Dorvan, with allocated land in Fairfax, Ransestadt, Vinisk, Medestein and Schillefeld.

This act shall establish a University of Largonia, Universitäten Largonia, with allocated land in Zitadelle, Schweissedorf, Weinsedorf and Schlandseruck.

This act shall establish a People's University of Miktar, Volksuniversitäten der Miktar, with allocated land in Kriesefels, Ackenbach, Frostenbruck and Stersestadt.

Article V: Capital investment
There shall be a one time capital investment of:

Universitäten Mothar: 54 billion

Königlichen Universitäten Dorvan: 90 billion

Universitäten Largonia: 72 billion

Volksuniversitäten der Miktar: 72 billion

-capital investment shall be transfered over a period of two years, with half of capital to construction and furnishment and the other half to establishing adminstration, highering proffessors and staff, and operational costs.
-Funding after the two years following this act shall come from the budget for the Ministry of Education and Culture.
