Current defence policy allows for the deployment of nuclear weapons by Rutania in a first strike role. This effectively turns Rutania into a rogue state, ready to inflict massive suffering upon innocent civilians in a military conflict where the enemy has refrained from doing so. This policy is highly dangerous, and enemies which are aware of it may choose to use nuclear weapons themselves in a pre-emptive strike to cripple our capacity to inflict our first strike abilities upon them. AND Bans the export of nuclear weapons to foreign countries |

Message | The GRP will never allow the defence of this country to go to waste; a policy of nuclear retaliation after being attacked by similar weapons is both a sensible military strategy and also an effective measure against any such strike.
