AN ACT to decentralise the operation and funding of libraries to the Gemeinde level. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows- 1) Removal of earmark from library funding (1) The grants heretofore accorded to each Gemeinde from the Municipal Fund in the National Budget of the Ministry of Internal Affairs for the purpose of maintaining a public library system shall accrue to the municipal budget instead. 2) Operation of libraries (1) The provision of libraries shall be a matter of concern for municipal governments; (2) To this end, municipal governments shall be free to choose whether and where to operate public libraries in their borders; (3) Should a municipal government choose to contract the provision of library services to a private or community partner, the agreement to do so shall contain provisions as to public access to all the materials provided, the fee for the services provided by the library, and provisions safeguarding the role of the library system in primary and secondary education. (4) Municipal governments may opt to upwardly delegate their responsibility for libraries, with the appropriate funds, to a regional entity or the Crownland government. |

Message | Herr Präsident, In my constituency, it has long been the tradition for the community, together with any parishes in the area, to organise library services for themselves. Not merely for religious purposes, but also in matters of fiction and information, this cooperative arrangement has proven to be a strong pillar of learning in the Takayama Valley. It is the opinion of our party that arrangements such as these should be supported. However, the law earmarks funds very specifically for public library operation by the local government - a purpose defeated in a sense by the strong community initiative that already exists. Therefore, we propose today to end the policy of earmarking funds but instead introduce to each Gemeinde the duty to ensure library access from their own funds, be it through a private or community initiative contracted under certain conditions set out by this act or through a public library system. |
