Herr Präsident, just as we do not require would-be-parents to obtain a permit to have a baby, we also should not subject adoption applicants to invasive checks and costly testing programs. We should learn to put more faith in our citizens, most of whom are responsible, decent and law-abiding citizens... except for the nutcases on the communist left, who really shouldn't be allowed to raise children since they believe that it is okay to kill babies throughout the entire course of the pregnancy and force people of faith to pay for it via taxation and plunder.
