BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows- |

Current: The State owns and operates a national TOC, alongside private TOCs.
Proposed: Private companies operate regional TOC's. The national service is provided by a publicly owned, national TOC.

Message | Gicho-sama, The abolition of private Train Operating Companies during the last Reichsversammlung term has had some unfortunate side effects. For example, the pressure of operating lines to rural locations in the Schnee-berge Mountains which were previously run by regional companies has led to a degree of inefficiency and a decrease in the frequency of trains to these stations. I believe the total nationalisation of all train operating companies was a mistake, and that such should be reversed. However, as the current configuration in the Diet is not likely to approve of a reversal of the monopoly position granted to the KRB on a national level, I would ask at least for the Diet to approve this compromise measure to allow for regional lines like those in the Schnee-berge Mountains to be operated by private TOCs once more, to ease the burden on the KRB and improve services to the citizens of those regions. hijo ni rippana Kata Kamachi, MdR (HDV - Miyako Daigaku, Hilgar) Minister of Infrastructure and Transport |
