| A BILL to mandate the reform of the Kronenlander Reichsbahn into a private company with the state as sole shareholder; and to set down new rules for franchising on regional track. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet of Hulstria and Gao-Soto, at Kien assembled, having observed the Constitutional rights of the Länderrat, and by the authority of the same, as follows- ERLASSEN vom Seiner Kaiserliche und Erlauchte Luthoranische Majestät, Kaiser Otto von Hulsterreich, und Seiner Kaiserliche und Himmlische Majestät, Mikado Okatori Okahiko von Gao-Soto, vom und mit Rat und Zustimmung des Reichstages Hulsterreichs und Gao-Sotos, in Kien versammelt, mit Beobachtung der Verfassungsmäßige Rechten des Länderrates, und auf Autorität des gleichen, wie folgt- 1) Position of the Kronenlander Reichsbahn (1) The Kronenlander Reichsbahn (KRB) shall be reconstituted as a limited company with all shares vested in Their Imperial Majesties' of the United Imperial Crownlands of Hulstria and Gao-Soto represented by the Ministry of Infrastructure and Transport;' (2) The KRB shall be sole franchise holder for all services belonging to the national main railway network as determined by the Minister for Infrastructure and Transport 2) Franchises for regional lines (1) Crownland Governments, in consultation with the affected Gemeinden, may decide to franchise lines not on the national main railway network to private train operators; (2) The conditions of these franchises shall be as set in the contract, and must abide by national regulations set by the Minister for Infrastructure and Transport; |

| Message | Gicho-sama, Today I am proud to introduce to the Diet one of the flagship policies of my party and the coalition pact: the reform of the KRB and end to its monopoly on regional lines. This is of especial importance to the Hosian Democrats, as a party that acts for local people, and to the government, because it has been proven that many regional lines are operated at worse standards since the KRB was given a monopoly on all train operations on our railways. We are further putting the KRB under private management at arms-length from the state, but with the Government as the sole shareholder (which we intend to keep that way).
