AN ACT to ban paramilitary organisations and force their disarmament. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet of Hulstria and Gao-Soto, at Kien assembled, having observed the Constitutional rights of the Länderrat, and by the authority of the same, as follows- ERLASSEN vom Seiner Kaiserliche und Erlauchte Luthoranische Majestät, Kaiser Otto von Hulsterreich, und Seiner Kaiserliche und Himmlische Majestät, Mikado Okatori Okahiko von Gao-Soto, vom und mit Rat und Zustimmung des Reichstages Hulsterreichs und Gao-Sotos, in Kien versammelt, mit Beobachtung der Verfassungsmäßige Rechten des Länderrates, und auf Autorität des gleichen, wie folgt- 1) Ban on paramilitary activities (1) All force in Hulstria and Gao-Soto shall be reserved to the police and to the armed forces; it shall be illegal for any party to organise an armed force of a paramilitary character. 2) Disarmament (1) All members of the said paramilitaries shall disarm immediately; (2) Those that do not hand in their arms by the date appointed by the Minister for Internal Affairs in conjunction with the Minister of Justice and are found to be a member of the said criminal organisation and/or in the possession of arms deriving from such membership shall be liable to a prison sentence. |

Message | (OOC: I am assuming the government takes office) Gicho-sama, Today the government presents to the House a comprehensive measure to ban and disarm the paramilitaries that were so callously allowed to operate in the Crownlands by the previous government. We don't need these pseudo-armies to protect our citizens when we have to police - au contraire, they endanger our citizens and our communities.
