This decree will create the Mrthotrmojad (Shield) to serve as the elite personal guard of the Khan, his family and their residences, official and private.

- The Mrthotrmojad shall be a 1.500 man unit, a day guard of 600 and a night guard of 900.
- Only noble Jelbek males between the ages of 20 and 30 who have already serviced in the Great Horde may serve in the Mrthotrmojad.
- The Mrthotrmojad is to be led by a Captain, appointed by the Khan and responsible to him only and is to be paid out of the Court's budget.
- The number of the Guard may never go below 1,500 at any point.
