As the House might be well aware, we still believe that there's no harm in a salary cap if both parties involved, represented by their peak organisations, negotiate one. Message | Herr Präsident, a consensual economy and mild forms of corporatism make sense to make sure wages for those at the bottom are satisfactory. But capping the income of those at the top produces no measurable benefits, neither personally for any of the parties involved nor in a bigger economic picture. Message | Herr Präsident, In times of economic plenty, Herr Matsuyama might be right that salary caps for top incomes make no sense. But when things get difficult, forcing negotiations on a salary cap means an impulse for businesses to be socially responsible. Herr Matsuyama, economically educated as he is, no doubt operates on self-interest as a driving factor. This is one of those areas where self-interest can work against the common good instead of in favour of it. By means of the salary cap negotiations, we ask businesses to consider whether their top pay rates are worth more to them than the jobs which have to be made redundant to maintain these salaries in a downturn. That is a consideration, Herr Präsident, much though I admire most of our big businesses, that might not come up in all big businesses without the provision as it stands. shr ehrw. Message | Herr Präsident, we comprehend the moral reasoning behind salary caps, but we don't think corporate social responsibility can be improved by restricting executives' salary. This might be of symbolic significance to some on the HDV benches, but counteracts our belief as Liberals that the marketplace in itself is a morally legitimized sphere, as it is based on the legitimacy of private property, voluntary exchange and private autonomy. The capitalist market economy translates self-interest and profit-driven entrepreneurial activity into a net gain for the general public. Message | Herr Präsident, As evidenced by my example of big business during an economic downturn, the market can fail to deliver a net gain to the general public. The morally right choice when faced with a choice between making employees redundant to cut costs or cutting your own salary to do so because of an economic downturn or crisis is, I believe not even Herr Matsuyama disputes that, the latter. The pure self-interest presumed by economic models would lead to a default on the former choice. Herr Matsuyama knows I am not opposed to the free market. I do, however, caution against market triumphalism of the kind he is espousing. In meeting the material needs of society, the market may well deliver the net gain he presupposes in the long run. Adding immaterial considerations, such as our belief in the value of having a job (Arbeit adelt, as they say), to the equation yields a different picture. Message | Herr Präsident, Frau Goddestreu is constantly talking about economic downturns, yet this is a bill that aims to maintain our current upward trend. If businesses start to struggle, the vast majority of them will take the right decisions for themselves, without governmental guidance. It is not fair to impose general salary caps on them as a sort of pre-emptive penalty for their supposed unjust behavior when they start to face problems. Message | Herr Präsident, I may be a mere historian and Herr Matsuyama a self-made economist, but I was unaware that there was now a theory of the business cycle without recession.
