Herr Präsident,

we must make investment in research more attractive for businesses, which is only possible if we liberalize this sector and liberate it from governmental price regimes. It might be an appealing idea that we can somehow regulate companies into working solely for what is commonly called "the common good", but the reality is that efficiency and excellency on the marketplace is mostly driven by self-interest, and we can utilize this profit-driven best for the general public if we continue to grant subsidies for useful research projects but otherwise let businesses operate free from interference.

Much though I am loathe to be seen to be unduly dismissive of Frau von Gehrfeld's proposals from the outset, but we cannot agree with her proposal. She will no doubt be aware of the privileged position the developer of a new prescription drug has under the patent system - this effectively makes the developer a monopolist. Now I am sure she is aware, but the inelastic nature of the demand for medication means that a profit-driven monopolist can charge every price it wants for medication.

That is, in our eyes, the result of the monopoly position and we believe that that necessitates regulation - after all, even economists have admitted that natural monopolies are market failures, and that regulation is an appropriate weapon in this area. I would hate for Frau von Gehrfeld's market triumphalist crusade against regulation to hurt real people in this nation, and we will not take that risk.

given that monopolies are banned by law in this nation and that those authorities whose responsibility it is to oversee competition on the marketplace can therefore break them up, I fail to see any reason for the gruesome scenarios Frau Goddestreu is warning us of to occur. The aim of this bill is to enhance competition for the benefit of the real people the HDV claims to protect by voting it down.

Message(OOC: I just realised this is moot. We are partially subsidising the cost of pharmaceutical drugs for citizens anyway (I think means-tested prescription charge). I might as well vote in favour.)

I am not convinced by Frau von Gehrfeld's arguments - after all, the monopoly position is a natural monopoly, deriving from a patent. If the monopoly laws were to work for patents as she described, then that would be a huge disincentive to do research. After all, the pharmaceutical company's competitors could then easily steal the idea (OOC: I think that law does not apply to patents creating a natural monopoly position.)

However, so long as we maintain the policy of the government subsidising the cost of pharmaceuticals by means of a means-tested prescription charge, we might as well give this incentive to further research - but I warn Frau von Gehrfeld that the costs will have to be borne by the state, not by the real people I do claim to protect most proudly.
