Herr Präsident,

The House will no doubt be aware that the current policy of the government is that all naturally-occurring drugs are legal. Unfortunately, not many in the House will be aware of a sad local incident that happened in my native Crownland of Kuratha some time ago, and has been repeated across the Crownlands. A few months ago, the body of a young man was found near the foot of a skyscraper in Marchau - he had jumped off. When the police medically investigated the body, they found traces of psychedelic mushroom use. The account, confirmed by shocked witnesses, was that he had jumped to his death in a hallucinatory trip brought about by his use of these drugs.

My point is that not all naturally-occurring drugs are as harmful as they sound. Many are poisonous, or most dangerously hallucinogenic. That is why today, to prevent any further abuse of these substances and loss or destruction of innocent lifes to them, I have introduced this bill to restrict further soft drugs use to cannabis only, and ban these products - especially these psychedelic mushrooms, from our shelves.

My sincere condolences to the family of the young man mentioned by the Hon. Member. Tragedies like this do happen, nonetheless we must focus on the greater tragedy that this bill would unleash on the community. 'Mushroom' misuse (or other affected drugs) will not be ended by this ban, instead and more dangerously, it will simply go underground and the illicit trade in these drugs will be reborn, affecting more than just the users and their families as the cost rockets along with crime and other such vices. A ban will cause more tragedies.

we are backing this bill solely as a matter of public security, which is indeed endangered by the effects of hallucinogenic and poisonous substances which leads people to losing control over themselves, as outlined by the Minister. The legality of cannabis is and will remain out of the question.

Surely the Hon. Member recognises the gaping inconsistency in his philosophy here. Cannabis (especially strong types) has an equal high chance of hallucenogic episodes while under it. If he were consistent, he would ask for all to be banned then. I deeply deplore the politicisation of this tragedy by the reactionary side of Parliament. This is true reactionary-ism- legislating in response to a minor moral panic. So tomorrow if a child chokes to death on a sweet, are we to ban all sweets as well? Or perhaps ban double story houses since a number of people die annually from falling down stairs?

sweets do not have any inherently harmful effects apart from causing cavities if consumed excessively, and even if they accidentally cause harm as in the example invoked by Frau Weiner, then it is nonsensical to pin the blame on the product itself. Quite differently and contrary to sweets, drugs, especially the strong types cited by the Minister of Health, always cause harm, even if they are "properly" used. The harmfulness of Cannabis, just like with alcohol, is primarily a matter of dosis, and is therefore less imminently dangerous than many other types of drugs whose circulation we seek to restrain with this bill.
