Article 1 – Preamble Recognizing the increasing need for a reliable infrastructure system of public rapid transit, and further realizing these systems shall serve to increase economic productivity through relieving gridlock and address societal challenges to encourage sustainable communities, the Parliament of Rutania adopts the following act. Article 2 2.2 The federal government of Rutania will provide capital support to the expansion of urban transit systems to meet a need for high capacity rapid transit serving dense areas. 2.2.1The federal government shall commit 75% of the Infrastructure and Transportation budget over the next 20 years to allow the transit authorities to establish (and expand) rapid transit lines by using the funding for the construction and purchase of capital infrastructure. 2.2.2 Such funding shall be allocated to the following municipal public transit authorities: -Vanderburg -Mirigodon -Port Seaborg -Bozarburg -Floral -Newtonia -Feynport -Oct -Karlsdorf -Huygens Article 3 3.1The federal government shall prefer this capital investment be utilized for the construction of a Metro-style subway mass transit network, utilizing underground tunnel lines due to their sustainability. 3.2 The federal government will recognize that each municipality holds its own transit needs. Light Rail Transit including street cars and trams, as well as commuter rail, may also be extended through this funding. 3.3.1 The rapid transit systems that shall be allocated funding to construct lines and expand service shall be: -Vanderburg SeaTrain (Light Rail) -Mirigodon Metro -Port Seaborg Subway Transit System -Bozarburg Metro -Floral LRT System -Newtonia Metro -Feynport LRT System -Oct Underground Rail -Karlsdorf Metro -Huygens CityTrain |

Message | Mr. Speaker, It is with great pleasure the I introduce this legislation, an act to expand urban rapid transit, to Parliament today. This act outlines the position of this government to provide support to municipalities to build and expand their rapid transit systems in order to meet the needs of their citizens, increase mobility and build the sustainable communities of tomorrow. This act will invest billions of Rutas into needed infrastructure that will help our cities' economies grow and become leaders in Artania and Terra. The legislative provisions of this act are quite moderate, and we believe are in the spirit of compromise to build a broad consensus in Rutania on this important issue. I ask this Parliament to deliberate on this act and work together to ensure legislation is passed that puts urban rapid transit forward for the future.
