Preamble: Whereby urban sprawl leads to numerous municipal civic issues due to the decentralization of urban centres and community living; Whereby urban sprawl encourages the continued environmental degradation of Terra through it's greater uses of water, energy and construction resources and large land use waste; Whereby smart urban growth including increasing density of communities and mixed use communities leads to better use of infrastructure, lower civic costs, greater job creation and less taxing use of fossil fuels; The Parliament of Rutania hereby adopts this bill, the Urban Densities and Containment Initiative, as law and public policy. Article 1: All municipalities with a population greater than 150,000 inhabitants shall be compelled to create an Urban Containment Boundary. Such Urban Containment Boundary shall consist of the current urban land use plus a contingent zone of 10% of the urban area. Development and urbanization shall be limited within this Urban Containment Boundary, and is not to exceed outside the contained zone. Boundaries shall take effect 2 years after the passing of this initiative. Article 2: Urban municipalities shall be compelled to rezone areas in and around the urban downtown core to higher density development. Density development shall be greatest concentrated in the core and along rapid transit corridors. Article 3: Urban municipalities shall foster integrated community development approaches through mixed zone development. Municipalities shall encourage commercial and office development to take place within communities with a residential development. Article 4: The federal government shall provide assistance in the expansion of public transportation service and mass transit infrastructure. |
