Mr Speaker,

Dranland is currently facing a wave of instability and lack of freedom thanks to Kyo ethnocentrism, socialism and nationalism. A good way for the current government to show it's belign intentions towards the non-Kyo populaion would be to decentralize the armed forces and give each and every individual the chance to defend him or herself. Only armed decent hard-working citizens can protect themselves from bandits. No more socialist over-regulation of the weapons industry. And the only way to get any form of control of the phenomenon of free citizens organizing themselves into associations to play and have fun with their weapons is to create a framework for these activities.
